Can Philadelphia Bars doing business till 3AM to keep Schools Open?

The Philadelphia school district is facing a shortage of millions and Blondell Reynolds Brown has opened the discussion with extending last call. She posted on her Facebook: "Today I introduced a bill in City Council that would allow bars in Philadelphia to stay open an additional hour to 3:00 am, with additional liquor tax revenue going to the School District of Philadelphia." She is setting a standard for local government to think outside the box for new avenues of revenue. Currently, city council is discussing real estate tax hike, taxes on sugary drinks like soda and parking fee increases.
There has been
controversy over this bill, such as a hightened concerned given by the current crime rate in Philly. However, the bill is currently projected to raise $5 million for the schools in addtion to $42 million in liquor taxes from 2010. This would provide not only support for the schools but other city municipalities such as the police.
